disable zero indexing?

in VB (the only language i've encountered that allows it) ? yes, i believe the command is Option Base 1, but i could be wrong.
in C/C++/C#/Java ? no, you'll have to get used to it.

Doesn't Pascal let you declare from where and to where? VB lets you do that as well.
