need help understand game programming

okay so i got most of the basic in directx9 like lighting, matrix, etc.. but now i need to know if this is correct. in order to make a game background.. would i draw polygons primitives and texture it? Let say if i want some buildings ----- / /| ---- | | | |____________ | | | | | |/ | ---- | | | ------------------ of course those polygons are make from triangles. I learn a bit about TERRAIN and know that TERRAIN use for outside like mountains and stuff. does anyone have any beginner terrain tutorials or know which website might have some info on it in DirectX not OpenGL? please help me understand.
