How do you implement directional lights in per pixel lighting? Where do you pass the directional lights to the pixel shader since the directional light is always the same to a vertex unlike the point light?

You pass it the same way you pass omni-light. Only instead of light's position
you pass direction. (As parameters(local or env) to a vertex program). Now throw away your
lightdir=vertexpos-lightpos
and transform your direction vector with TBN matrix instead
