"well im assuming alot of people here have programmed games and probibly used music and im also sure that alot of people are in the same boat as me and dont have alot of money so how do THEY get music, you cant tell me that every single person wrote their own."
If they actually released the software (freeware, shareware, AAA whatever) they would have bought music, used Royalty free music, been given the use of a musician by the publisher or made it themself, joined forces with a musician.
The same can be said for gfx artists and modellers.
If you want a musician to join your team then check out the 'Help Wanted' forum

Well, its not free, but if you are serious about your game having music I recommend checking out Andrew Aversa's site.

http://www.zirconstudios.com/

He writes music and sound for indie games and completed a few songs for our game last month. The prices of his services are very reasonable and worth checking out. Just send him an email telling him what you are looking for and what (if any) budget you have to spend on songs. I don't want to disclose what our contract amount was with him, but lets just say it cost me more to buy HL2 than we spent so far on our music budget:)
Since you asked, if you're interested in creating your own music, or editing some, there's an excellent list of audio software here (and you'll notice many items there are free).

I'd still say your best bet is to try a Help Wanted post looking for someone to compose some music for free however.
