Is there a max number of commands you can put in a display list, or some amount that results in slowdowns if you exceed it?

AFAIK not officially, its up to the driver what it does with the display list and where it puts it.

The amount of available memory is the only limit, and the size of a display list will also vary between implementations depending on how the driver implements display lists. So there's no general answer to your question.
