OpenGL x800 cards and PS3.0 features available to OpenGL?

I was wondering about x800 ATI GPUs. I know with PS3.0 you can sample a texture unit in the vertex program, which would be great to have. I know the Geforce 6 series cards can do this. I have a 6800GT. Is it possible for OpenGL to have this feature on x800 cards? Or is the hardware not capable of doing this or could an OpenGL driver update allow GLSlang or the vertex program through another extension allow this feature to be possible? Thanks

The x800 supports ps_2_b, but not ps_3_0. It cannot sample from textures in the vertex shader.

Note that texture reads in the vertex shader are generally pretty slow (high latency).
