Irregular Shapes on a World Map Image

Hello, One question: How does one manage to use irregularly shaped areas on a world map (i.e. Europa Universalis)? I want to be able to have a world map that has differently shaped and sized regions like one would find in the way countries is Europe are divided. Is there some sort of hotspotting technique that is used? Also, is there a way to implement this using DirectX? Thanks for the help, Greg

I think you'd have to use (e.g. compare the mouse position with) an off-screen bitmap corresponding to the different regions. It could obviously be a different resolution to the screen depending on your accuracy requirements.
