Normal Mapping
Do you need the OpenGL shading language to do normal mapping, is this a library that I can include into my worksapace or does it come with a newer version of OGL, I have openGL 1.2.
I would also like to know if there are any tutorials for implementing Normal Mapping in OGL or Doing it in Maya or 3DS Max.

An excellent example is in "The Making of Doom 3" book, where they have a low-poly model, very high poly model, and the final textured model. From that example, I'm guessing that it is done in a 3D program, so Zeptera is right.
Normal map textures are generated from a 3D program, but the actual normal mapping has to be done at run time. You can use a shading language to implement normal mapping, so using the GLSL would be a good start. Try to find tutorials.
