What article were you reading? There are many ways to do water, we need more specific information on what you are trying to implement in order to help you understand it.

i read the article in this site, water effect explained in this site, i read that over and over again, i know we need to add turbulence, than draw it, but when i add the turbulence, it seems like the wave/turbulence's height never reaches 0...
"Water effect explained" is a long article. What parts have you implemented? How are you implementing it? Can you post screenshots to show us what is wrong? Maybe a source snippet? (enclosed in [ / source ] tags of course)
