Are you using OpenGL or DirectX? If you're using OpenGL, I can answer the question.

OpenGL added multi-texturing to the 1.2.1 specification. You can learn about multi-texturing with a [google] search or a search on opengl.org. In particular, you can use register combiners to blend multiple textures together in a single pass. Search for GL_COMBINE_ARB or GL_COMBINE_EXT. This should give you what you need.
