Making a 3D World

You aren''t helping him any. To create a "world" you can use a program like 3d studio max to create a .3ds file and load it into your program. Or you can use premade maps like quake .bsp files. It is an advanced topic and I suggest you get comfortable with C++ before you try.

Well, I will say you are in the right place

But, a "brief overview" is hardly going to help.

I would suggest a few books, and lots of research.

A good start in my opinion is Kovach''s "Inside Direct3D"
(ISBM: 0-7356-0613-7), widely found online and at bookstores such as Barnes and Noble.

Also, many tutorials can be found here at Gamedev.
