I would like to experiment with AI in RTS, without actually writing the whole RTS as well. Can anyone point out to me a good "workbench" game or program that I can use for that purpose?

What requirements do you have? For things like path-finding, group-behaviour and hierachical AI you would need some kind of visual output, which is very tightly coupled to your game design (e.g. 2D/3D, environmental influences such as slopes, terrain features [mud, water, ice, roads]) and I doubt there are any general tools available for that.
It shouldn't be too hard, though, to just implement a simple map-viewer (e.g. without scrolling) that just displays a set of tiles and some units.
The tricky part is integrating the actual A.I. code (scripting?), which in turn depends on your choice of A.I. (ANN, FSM, fuzzy FSM, decision trees, scripted behaviour, triggers, ...).
So if you want to use a FSM, you'd want to select input parameters and change the transitions in a visual manner (i.e. using a Visio-like interface), while rule-based approaches such as decision-trees or trigger-based A.I. are more comfortable to work with using an Excel-esque UI.
So you see that there are far too many possibilities for a can-do-it-all framework I'm afraid.

Ideally, I´d be after a usable RTS game where I could write my own code for any or all of the AI controls, from pathfinding to tactics evaluation, structured so that I wouldn´t have to worry about modifying any other parts of the code then that which pertain to the AI.

Age of Kings, you can make AIs and also random map generation scripts, I have the game but I've never tried it myself.

Only problem might be the availability of the game... if someone finds a place to buy it below 25 E, please send me a PM. ;)

Thx for that, Ill definately check it out.
I would prefer ut though to be able to use C++ code instead of a scripting language. Also, by what I can tell, you cant effect the pathfinding in AoK.

Look into an open source RTS, like Stratagus (http://stratagus.sourceforge.net/) or Glest (http://www.glest.org/eng/index.htm).

There are plenty of open-source RTS games out there that you could sink your teeth into and code your own AI. Please try Google for more information.
