Imagine a Win32 or .NET environment where there are two or more windows. Is there any way to determine if an arbitrary window in that collection is higher in the z-order than another arbitrary window?

yes, you can use GetWindow to do that....
code not tested though... may be bugs and
u may have to tweak.

BOOL IsHigher(HWND window, HWND totest)
{
HWND curr = GetWindow(window, GW_HWNDPREV);
while(curr) {
if(curr == totest) return TRUE; // totest is higher
curr = GetWindow(curr, GW_HWNDPREV);
}
return FALSE; // obviously not higher
}
