Interactive Terrain Pt. II, How do I add vertices to an existing mesh?

You can lock the index and vertex buffers of a mesh and do whatever you want with the data (so long as it is created in the right pool with the right flags). If you mesh is not big enough you will have to copy it to one that is. DirectX also has some tools to help with LOD I woudl recomend taking a look at the the Progressive and Simplification meshes.
