C# Tile based engine

Hello, Ive been programing for a while now but Ive just recently begun seriously using C# (Ive been messing around with it for a while). I had decided to finaly sit down and make a simple tile map editor when I realized, C# doesnt directly have pointers. So my question is then, what is the best way to handle storing and rendering the tiles?

I am creating a class for the tile object. Then using an array list I am adding an instance of the class as I load the data in from the file. In the class I would have a referance to the location of the image files.

Then I would have a class that is my map, and then load up the map data from a file when I am displaying it.
