timer problem

I'm creating some sort of game, and I need a precise timer. I've been searching for timer functions that are precise enough, but the highest precision I get is about 16ms. And I need to have at least a precision of 1ms. I've tried : time() (from time.h), clock() (from clock.h), getTickCount(), ... and a few more. None of them work. Does anyone know how this is done ? Thanks in advance.
