I of course did some reading and got some of the required details,economy is one of them of course and others like functionality(extend of possibilities provided by the software system),ease of use,robustness and efficiency.Thanx a great deal!!

What they're hitting on in a round about way is the most important external factor: People. The effects of people (and leadership/managment of those people) are tremendous on software development.
