Memory Management - Disk Cache

In C++ (MSVC 7.1) I wanted to create a Menu Object that would stay in memory at all times. The object its self wouldn't be very big, and the idea is that all menus would be avalible instantly to the user instead of having one cached out and then re-cached in. Is there a way to create objects in memory that will just stay in memory at all times?
