tile scrolling in openGL

how could i set up tile scrolling in openGL ? i though i had it figured out but none of my methods seem to work :( any tutorials or soild explanations of how scrolling in OpenGL would work or even how scrolling in general can be acheieved :) i think i could do it if i could define pixel locations insted of the opengl corridante plane type of system. any way to acheive that?
