what does ID3DXAllocateHierarchy actually do?

in a book,just said "we are able to define how meshes and frames are created and destroyed, thereby giving the application some flexibility in the construction and destruction process." it is abstract. what does it actually do? I mean what data it create and process? and where are these data used?
