How do you get this type of light effect

It's hard to tell just from looking at the screenshot, but they are probably just geometry with semi-transparent textures using additive blending.

Back on topic, I suspect that's just flat tris with a blended texture (probably additive blending). You can see at the bottom where the shaft intersects the floor, and the whole thing would probably look pretty bad were a person to actually walk though it. You can reduce that somewhat by using lots of layers, but thats obviously not going to be kind to your fillrate.

They're just billboards that rotate along a fixed vector sticking down diagonally from the window
You can tell this from the way the flat glow texture intersects the window & objects below

That was done on the halo engine and the person who created that in the thread explained how he made it by making planes and adding .shader_transparent_chicago with additive blending lol. I didn't se this thats why i posted sry. But what is additive blending?
