Windowed vs. fullscreen - descend performance

Hy folks :)
i ´ve got another (more or less) stupid question:
In my application i´ve got good framerates between 170 and 220 frames
in the windowed mode. If i switch to (or start with) fullscreen
mode i ´ve got about 70 to 80 frames.
I can´t believe that the performance drop results from the small difference to draw that few size more (the more space of the title bar and the border).
I am using DX9 and VB.Net.
