writing exercise: bad rulers?

I've been reading lots of calls for games with more mature themes to dissect. So I think it would be interesting to see an RPG game based around themes of the influence of rulers on the people. Ie.Shakespeare's King Lear, the King announces that he will give his land to one of his children this sparks off a reign of terror and bloodshed with the different children trying to gain control. Louis the XIV, If? I remember correctly he had huge taxes on the poor, but no taxes on the aristocrats, and he ended up being guillotined and precipitated the French revolution. So what sorts of games and themes could we have based on the influence of bad rulers?
