I am currently writing games in unmanaged visual c++ .net 2003. I was wondering what files I need to include in the distribution in order for my programs to run - am I right that it's not necessary for the user to have the .net runtime since it's unmanaged c++ ?

This is correct.

Depending on your settings, you may need to include the normal C++ run time library. See your project settings and if you're using the DLL runtime (in which case, you'll have to distribute that DLL).
