There are a number of game development toolkits out there that are available for free. VERGE is one that I played around with for a while. The address to their site is http://www.verge-rpg.com. The toolkit has its own scripting language and tools for creating characters and maps. Its proven to be fairly versatile, but there are other free toolkits out there that are arguably better. I don't remember the names of any other them off hand, however.

Python! Its an easy to learn, object oriented scripting language.

You can try PyGame, which is a package that offers bindings to SDL. Its good for making 2D games. There are ways to package your projects into a standalone executable.

For 3D games, check Blender. Blender is a 3D Modelling, Rendering, Animation and Game creation tool. It has a built-in game engine, that uses Python as its scripting language. You can create stand-alone executables with it now.
