Rotating tilemap... or the camera?

I got my circuit-tilemap (texture), my car (not yet). My car is always @ centerscreen, and the tilemap rotate and translate. Is better keep the tilemap blocked and rotate the camera that get the same car rotations and translations? There's a way to rotate camera in ogl without use the glut function: gluLookAt()?

gluLookAt is not glut func.
And what about glRotate ?
And it doen't matter what u rotate, because ogl doesn't have extra camera matrix like DX. So whatever u are doing, do it with modelview matrix.
