From your words, I assume you don't have anything done but those mock-ups. Well perhaps you could start with learning the basics of Flash (movieclips, scenes, frames), and after that, learn ActionScript, the scripting language that comes with Flash.
When you understand how to use ActionScript, you'll figure out how to implement the above feature into your game.
