Image Scaling through Code

I was wondering if anyone had some links (pdfs, web pages, whatever) to such a thing. Basically if I had an image that was 64 x 64, I would like to scale it to 8 x 8 (or vice versa) just through code no hardware [accelerator] assistance. Before you say use OGL/D3D, it's a learning exercise for myself; I'm curious to see how it's done.

If you want to dif further in the realm of bicubic image scaling, I suggest you to read Aramini's webpage. It describes a bicubic-spline based algorithm that

* gives very good result
* is easy to implement and optimize
* is very fast (once optimized)
