OpenGL Screen capturing?

I need to be able to capture the screen of an arbitrary windows app/game (direct3d and opengl, fullscreen). I have no idea where to start, I've tried looking around google, gamedev, even msdn... I haven't found anything so far to be honest. The only semi-useful thing I found is: http://www.gamedev.net/reference/articles/article1844.asp But that isn't really what I'm looking for (I think), as the method above requires access to the Direct3DDevice... which I won't have, I may be wrong though, my DX knowledge is very limited. Anyway, I was thinking more along the lines of direct video memory / front buffer access, bypassing any APIs like DX. Is that possible? http://www.fraps.com - as a proof that what I'm trying to accomplish is possible, I just need to find out how to do it ;) Any link / tip to get me started will be appreciated. Thanks.

Fraps does some complicated stuff and inserts itself between the game and directx/openGL. You can do the same, but it's nasty.
