Dialating between source and destination

Hi. I'm working on a basic 2D game, and I find that ti ould be useful to dialate (enlarge [proportionally]) images from time to time (particularly in cases where I've got a 320x240 image that I'd like to put onto a 640x480 screen). Right now I'm drawing with quads of vertexes and presenting. I assume I'm going to need to start using LPDIRECT3DSURFACE9 to do what I'm hoping for, but I've found no documentation in this area that lets me resize my destination image. Does anyone know of a function or method that will allow me to resize a source once it hits its destination?
