Which criteria do u apply to find the best OBB? I mean: it's better to have OBB with minimum surface area or minimum volume or something else?

It partially depends on what you need the bounding box for. If you're using it to, say, reduce ray-object collision checks in a ray tracing solution, then minimum surface area is optimal. If you're using it to "stack" geometry into a limited space, minimum volume is optimal. Collision detection also usually benefits from minimum volume.
