Hi! I have a question about windows ... I have an abstract renderer class (for learning purposes) and wanted to write a Win32 GDI renderer and an OpenGL renderer. They both work ... but the profiler tells me that OpenGL has about 1000 Fps when the Software renderer has 16 Fps. The creation process is pretty much the same. Does the Win API maybe not refresh as often if the content doesn't change (it is just a black background)? I guess that is wishful thinking ... but it is always a value around 16 Fps. Something like VSYNC maybe? Any help/info would be great!

Nope...it's not a matter of refresh rate. GDI is just slow and inefficient compared to dedicated graphics API's like OpenGL or DirectX.
