[java] timeGetTime() in java

System.currentTimeMillis(), but that has a limited resolution on Win9x and isn't too great on WinNT either. Or System.nanoTime for 1.5 or later (which is more accurate).

The latest version of LWJGL (www.lwjgl.org) uses timeGetTime() for it's hires timer (http://www.lwjgl.org/javadoc/org/lwjgl/Sys.html#getTime()). All the other hires timers uses the Performance Counter.
