Timers?

Hi does anyone know where I can find information regarding the windows system timer. In particular what the resolutions are across different windows platforms. The GetSystemTimeAdjustment() returns values of 10.0144ms on Windows XP Home with Service Pack 2 15.6250ms on Windows XP Pro SP1 why does microsoft change the values? I ask because a book I'm reading uses GetTickCount() to get the time to render frames in a game. However because the value returned from the function is based on the system timer resolution, FPS will vary across windows platforms. A solution to this seems to be the use of HighResolution timers could you point me to any good introduction to their use? Thanks

Forgot to mention the book is using the Win32 API I haven't look into DirectX at all yet, thanks.
