Forcing a pixel to a single color while other programs are running?

Hey all, I want to force a single pixel on my screen to a specific color, while other programs are running and are using graphics. For example, say I'm playing Tetris (random game), and I want to to force the pixel in the middle of the screen to neon pink through the use of another program. Is this possible? If so, how do I do it? I am fairly comfortable with x86 ASM, and good with C++. Thanks for the help!

Sorry I don't have an answer, but I'm really curious as to what you are doing this for :) Sounds like a prank I would play on my friends. Make them think that their monitor was getting more and more defective over time.

You could achieve this with some sort of transparent always on top window that doesn't have keyboard or mouse focus.
