SDL uses OpenGL for its graphics. OpenGL is C rather than C++, but as C can be mixed with C++ it doesn't matter. It's also very nice to use, there's extensive documentation for it and an excellent website (hosted by this site, no less) with great tutorials.

I haven't used Allegro so I can't really comment on it, but it might be worth a look.

The other alternative (that comes to mind) is DirectX, which will only work on Windows and is C++ rather than C. Personally I don't really like it as it's a lot more fiddly than OpenGL is. That's only my opinion, though, and neither is better or worse as a graphics API. That said, you will probably find it easier to start learning with OpenGL (either OpenGL under your own operating system, or OpenGL under SDL).
