Just wondering how much it costs to cross that bridge, particularly for small indie developers who try other means due to lack of money to spare for 'tolls'.

Localization is not just for the major publishers, it can deliver extra players to any developer. Localization can contribute revenue to an indie developer, but you must keep things tight and take a realistic look at the potential market for your game in other territories.

If you are an indie developer who promotes and sells your games from your own website then it is worth considering localizing your website, it will give you a better ranking for all searches for terms in the localized language.
