[web] using SSL on IIS?

I am currently working on a web page and hosting it on the development machine using IIS. I wanted to use SSL so that nobody else can see our data. I found this tutorial on how to set up SSL on IIS. When I get to this step: the "Server Certificate..." button is disabled. The OS is Windows XP Pro, and has a full install of IIS 5.1. The tutorial says they're using Windows 2000 Server. Is it only possible to set up SSL on a server edition of Windows?

I found a Usenet thread by someone with the same issue. This might be a fix:

took a little while to figure out that the Home Directory execute permission
was set to "None". Any way, after I changed the access to "script and
executables" the button became available. I don't know what was my previous
setting (may be it was "scripts only"??) and I have no clue what did it. No
other setting has changed on the properites except the one mentioned above.

My "execute permission" was set to "scripts only." I changed it to "scripts and executables", but that didn't do anything.
