How to get rotation, world matrices from position and orientatin vectors?

Hi, I need to get a rotation matrix from an orientation vector(x,y,z). And also the world matrix from a position and ...orientation vector? Aswell I would use a 3x3 matrix wouldn't I? This is for some angular velocity calculations btw, if that is of any interest. Thanks.

As long as you have only done rotation and translation, the rotation part of a 4x4 matrix is the upper left 3x3 matrix, and the position is the 4th column (or row, depending on your notation).
