Well you don't have to use a microphone, I was planning on using current from placing my tongue on open wires.
Is there an open source, and portable solution that anyone knows of? Thanks for the SDK link.
DirectSound includes support for sound capture. You'd need something else on top if you wanted to actually parse that capture for phonemes though.

There used to be something called Direct Play Voice. I know it supported voice chat in multiplayer games, but I think it also supported voice recognition. Unfortunatly, I can only find traces of it in the SDK help and well, since it's a part of DX, it's neither open-source nor portable.
