what is runtime lib or runtime dependency?

runtime lib...

runtime is simply what is says "run time", meaning that it isn't used while compiling, but rather when the application is running, so runtime loading of a DLL for instance would mean that it could load a DLL during execution and use it, or perhaps using another DLL.

So, e.g. I recon that a runtime dependancy could for instance be which renderer to use at it depends on the user to choose which DLL to use for rendering. And therefore, depending on that DLL. (which likely cannot be known in advance)

Helps or not?
