Tiling in Direct3D

I'm just getting started in Direct3D after doing a couple of small 2D projects using DirectX 7. Basically, my problem is that I don't know how to tile textures on my level mesh. For instance, say my level is just a plane with no height variations. How could I map tiles to the plane to form my landscape? Is this something that I'd do within my 3D modeler? Or do I do this within my game engine? Any help would be appreciated.
