Windows Audio Codec Interface & Microsoft Text to Speech?

I'm looking for information on both of the topics mentioned in the title. I've done quite a bit of searching, but all I can find are codec downloads or code examples that demonstrate playing a movie in direct show (which, as far as I can tell doesn't have anything to do with using registered codecs manually). The language I'm working in is C++. The purpose is to be able to convert from PCM sound to a smaller form for transmission over the internet, similar to programs such as TeamSpeak and Ventrilo. If you know of any good sites covering these topics, I'd really appreciate you pointing me toward them.

I know it's not exactly what you're looking for, but if you're doing text to speech, have you thought about using speex? http://www.speex.org/
