I don't get what this function does all MSDN says is that it scales a matrix. What does that mean. And can I use it to make objects smaller or bigger or something?

It creates a matrix which you can use to scale objects. Yes, that means to make them bigger or smaller.

You can combine it with other matrices, such as rotation and translation matrices, using D3DXMatrixMultiply.
