Getting Allegro to work

I picked up Game Programming All In One 2E and I'm really excited about getting into the book, but the problem is, I can't get the Allegro library to work. I've installed the devpak and I've compiled the code myself in the Command Prompt but both times I run a simple program and it can't find the alleg40.dll even though it's in the same folder as my liballeg.a file, which I don't think is putting up a problem. Do any of you guys have this book, and can help me?

For a program using Allegro to work, alleg40.dll must be in either a) your Windows System or System32 directory or b) the runtime directory of the program. I recommend b.

The DLL should be in the folder with each project's executable. I.E. if you have an allegro-using program "text.exe", "alleg40.dll" should be sitting in the same folder with it.
