wierd windowed frame rate

my app runs fine at full screen .. 1000 fps + ( it really does not do much) but when i run it windowed sometimes it runs at 30 fps -- constant and some times 60 -- constant with no change of code... its just kind of random. IF it starts at 30 it stays there but if it starts at 60 it stays there... what would cause that ...?

You must really be doing something wrong then I guess.

I presume everything else work as expected?
You could be doing something wrong with your timing or so, unless someone has had this very same problem before then you need to show us some code.

Recently fiddeling and tuning my own fullscreen/window and never seen noticed anything like that.

And what are you using, Direct3D, DirectDraw?
