Homebrew games and official license...

This may sound arrogant, but you've kind of answered the question yourself:

If you don't know how to contact a console manufacturer to get licensing approval then you're most likely not going to be able to get licensing approval.

The approval process requires a list of all the projects your team has worked on, a description of the technology to be used, information on which tools and programs you'll be using, financial stability report and publisher/distribution agreements.
The manufacturers are in the business of making money and will only talk to developers that are a low burden on their support. Normally a publisher communicates with a manufacturer to secure the licensing on behalf of a development group.

That being said, each manufacturer's web site contains links to information submission requests on becoming a developer for the target:

I think it would be good if we had a sticky on this topic. Every day I see more and more questions about developing for consoles. It's like asking how I can get my home made movie in Virgin Megastore on pressed DVDs.

Console development is no different then doing PC development with the exception that you know what the target hardware is going to be! Just enjoy life, making PC games, and release them. If they do well then you can approach a publisher or a console manufacturer with your PC title and request licensing to release your game on a console. A proven track record is all you need. So get started, code some great games and have fun!

ok, sorry, but i posted this thread in the "game programming" forum and then they moved it here (so i enter here by the link in the other forum), and my original question was not the one i just made, and was something just came up, so thats why i didnt read this faqs......
