As far as I know, only Windows CE based portables currently support .Net. Check out the .Net Mobile Framework (which is mostly a subset of the regular framework) to get an idea of what you can do with these devices.

For Windows Mobile devices (Pocket PC and Smartphones) there is the .NET Compact Framework (.NET CF) which is a subset of the .NET Framework (http://msdn.microsoft.com/smartclient/understanding/netcf/).

There is also a open source implementation called DotGNU Portable.NET (http://www.dotgnu.org/pnet.html).

I'm not aware of a .NET implementation that runs on Symbian OS or Palm OS.
