Well, "game development" is a bit of a blanket term. It depends on what kind of game development. Are we talking about 2D casual games? Or full-blown AAA titles?

It looks to me as if your machine has an onboard graphics card, and a processor that clocks below a GHz. Your RAM's okay, but really, it's pretty useless if you're planning on developing Doom III. Now, if you want to make something less intensive, then sure, yeah, it should do you decently, albeit a little slowly. But don't expect miracles.
It's a 2GHz cpu. :)
But yes, get a proper graphics card. And preferably some more ram. (512 is enough for some games, but I wouldn't want to develop on it).

But you can do game development on it. :)
- That notebook is a mobile 2Ghz.. so about equivelant to a desktop Pentium 4 northwood 2.8Ghz... I'd say that's good enough.

- 512MB DDR is ok.. I'd opt for 1GB if you have the chance because it will cost more to do later on.

- The Dell 600m uses ATI Radeon 9000 integrated graphics... a 4 pipeline chip with the DirectX 8.1 feature set.

EDIT: Actually upgrade that thing to 1GB RAM on purchase, as I see the 512MB is really 2x256 which might eat all your DDR slots which would mean you would have to replace that RAM for 2x512 and throw away those current ones.
Hmm... I would suggest buying a desktop, just so you can swap out the graphics card for something up-to-date in a couple years...

I agree to Saruman, nice stats for a notebook, although I consider a (min) 15" screen as important. As this is your only gamedev machine I would also recommend a desktop machine.
