a quick question about textures

I'm a bit confused. My program behaves strange and i'm almost certain its because of the texture parameters. Is glTexParameter() sets textures setting specifically for a certain texture id? should i use glBindTexture() before setting those parameters, and they will remain until i change them or until i delete the texture, or are they a simple state parameters, affecting all 2D textures in the program? thanks in advance

The texture parameters are set individually for each texture thus you need to bind it first and repeat the process for every texture you load.
